Box 2009 +
Stockton, CA 95201 j
RE: Soil Remediation Plan, Site Code 1178, City of Stockton Police Facility, 22 East r
Market Street, Stockton, California
Dear Ms. Meays:
This letter report has been prepared on behalf of the City of Stockton (COS), to serve as a Soil
Remediation Plan for the above referenced site (Figure 1).
c
BACKGROUND
The subject property is occupied by a City of Stockton police station which accommodates three
underground fuel storage tanks.
1
I
During precision testing at this site (May 1988) leakage was detected from the product line from
a 10,000 gallon unleaded gasoline tank. Elevated levels of gasoline hydrocarbons were recorded
in two of four soil samples collected June 9, 1988 from a trench located adjacent to the product
lines. Samples identified as #1, #2, #3, and #4, were collected from a depth of approximately
six feet below grade (Figure 2). Total petroleum hydrocarbon concentrations ranging from non-
detectable to 800 ppm were detected in the samples (Table 1, Attachment I). A small hole was
found in the unleaded product line in the area of highest contamination (Sample#2). Individual
testing of the tanks at this site had indicated they were mathematically tight. It is our
understanding that the unleaded product line was repaired and the tanks were certified tight again
upon retesting. Based upon these positive leak indicators the San Joaquin County Public Health
SRP51992.TJL
. 3
