Box 2009
Stockton, CA 95201
RE: Workplan for Further Subsurface Investigation, Site Code 1178, Stockton Police Facility,
22 East Market Street, Stockton, California
Dear Ms. Meays:
This letter presents a workplan prepared by RESNA Industries, Inc. (RESNA) on behalf of the
City of Stockton (City) to perform further subsurface investigation at the above referenced site
(Figure 1). This work is being performed in response to a request by San Joaquin County
Public Health Services, Environmental Health Division (PHS/EHD).
Background
The subject property is occupied by a City of Stockton police station which accommodates three
underground fuel storage tanks.
During precision testing at the facility (May 1988), leakage was detected from the product line
of a 10,000 gallon unleaded tank. Elevated levels of gasoline hydrocarbons were recorded in
two of four soil samples collected June 9, 1988 from a trench located adjacent to the product
lines. Although individual testing of the tanks indicated that they were mathematically tight, a
small hole was found in the unleaded product line in the area of highest contamination. Based
upon these leak indicators PHS/EHD required further investigation to assess the extent of
contamination.
On October 19, 1989, a soil boring was drilled to a total depth of 55 feet below grade to
determine the vertical extent of hydrocarbon impacted soils and to facilitate the installation of
WP-1093.DRF
I
