F� <br /> Kennedy;Jenks Consultants j <br /> { INTRODUCTION <br /> f 1.1 Purpose <br /> The purpose of this report is to summarize results of a Phase I Environmental Site <br /> Assessment (ESA) performed by Kennedy/Jenks Consultants (Kennedy/Jenks) for the <br /> property generally located within the block bounded by Market, Stanislaus, Washington, <br /> and American Streets in Stockton, California (subject property). <br /> Kennedy/Jenks was retained by the Stockton Newspapers, Inc. (Stockton Newspapers) to <br /> perform an ESA on the subject property utilizing ASTM Standard E.1527-94, Standard ; <br /> Practice for Environmental Site Assessments: Phase l Environmental Site Assessment <br /> k Process, developed by the ASTM subcommittee on environmental assessments for <br /> commercial real estate. It is our understanding that the Stockton Newspapers is <br /> considering purchasing the subject property. This ESA was completed in accordance with <br /> . the terms and conditions of the Professional Services Agreement dated 26 February 1996 <br /> between the Stockton Newspapers and Kennedy/Jenks. <br /> 1.2 Limiting Conditions <br /> Kennedy/Jenks did not have access to properties located immediately adjacent to or in the <br /> general vicinity of the subject property. The scope of this report is, therefore, limited to <br /> exterior observations of those properties as visible from public right-of-ways. <br /> In addition, Kennedy/Jenks did not gain access to certain areas within the subject property. <br /> These areas were the southern portion of the second floor of the Shamrock Tavern at <br /> 602 Market Street (at the time of the site visit, it remained unclear whether the building in <br /> which the Shamrock Tavern is located would be included in the acquisition); the building at <br /> 612 Market Street; two office/storage areas at the Cunningham Hotel; the building at <br /> 624 Market Street; the second floor of the building at 626-640 Market Street; and the <br /> residential trailer at 645 Washington Street. Also, no environmental samples were <br /> F collected during the performance of the ESA. } <br /> M � <br /> --= 1.3 Scope of Work <br /> The following tasks were included within the scope of work of the ESA: <br /> 1. A visual site assessment to evaluate potential environmental concerns, with <br /> photographic records documenting site conditions. A visual assessment for <br /> asbestos-containing building materials (ACBMs) and lead was also performed at the <br /> site. However, sampling and analysis for ACBMs and lead were not within the <br /> scope of this ESA. <br /> 2. A review of environmental regulatory agency files for information regarding potential <br /> environmental concerns within a 1-mike radius of the subject property. <br /> 3. A review of site history of the subject property, and the history of land use within the <br /> vicinity of the subject property, including interviews with individuals knowledgeable <br /> -- of the subject property. <br /> 4.
