KennedyJenks Consultants <br /> 1 INTRODUCTION <br /> This report describes the methods and results for a Phase II subsurface investigation <br /> conducted by Kennedy/Jenks Consultants (Kennedy/Jenks) on 26 and 27 September 1996 <br /> for Stockton Newspapers, Inc (Stockton Newspapers) This Phase 11 soil and groundwater <br /> investigation was conducted at the property generally located within the block bounded by <br /> East Market, South Stanislaus, East Washington, and South American Streets in Stockton, <br /> California (the Site, see Figure 1) The northwest and northeast corners of this block were <br /> ' not included in the Phase II investigation and it is Kennedy/Jenks' understanding that these <br /> two parcels are not part of the property purchase Stockton Newspaper is negotiating with <br /> the City of Stockton <br /> 1 1 Background <br /> Kennedy/Jenks performed a Phase I Environmental Site Assessment (ESA) of the Site for <br /> Stockton Newspapers in March 1996 (K/J 1996a) Based on the findings of the ESA, <br /> Kennedy/Jenks investigated the following areas for potential chemical impacts to soil and <br /> ' groundwater <br /> • Stanislaus Repair Facility A former automotive repair facility was located in the <br /> east-central portion of the Site adjacent to South Stanislaus Street Two <br /> underground storage tanks (USTs) and a gasoline dispenser associated with the <br /> facility were removed, and shallow sods tested for petroleum hydrocarbons The <br /> San Joaquin County Public Health Services determined in 1993 that no further <br /> action was required following the tank removal investigation (Appendix A) <br /> Kennedy/Jenks observed a sump remaining in this area during the Phase I ESA site <br /> visit The sump, former USTs, and former gasoline dispenser were recommended <br /> for further investigation in the ESA <br /> • American Street USTs Gasoline and oil USTs in the parking lot to the southwest <br /> of the Cunningham Hotel were identified on a 1950 Sanborn map and appeared to <br /> be located near South American Street No documentation of the removal of the <br /> American Street USTs was found in the records review conducted during the ESA <br /> • Cunningham Repair Facility An automobile repair facility was operated on the <br /> first floor of the Cunningham Hotel A service pit and a sump associated with the <br /> Cunningham Repair Facility, located at the southern end of the budding, were <br /> observed during the ESA <br /> • Cunningham Hotel UST During the ESA, two fill ports were observed on the <br /> sidewalk in front of the Cunningham Hotel, indicating that a fuel oil UST may be <br /> present <br /> Kennedy/Jenks submitted a document entitled Phase if Investigation Work Plan, Block <br /> Bounded by Market, Stanislaus, Washington, and Amencan Streets, Stockton, California <br /> (Work Plan) dated 10 September 1996 to the Environmental Health Division of the San <br /> Joaquin County Public Health Services (the Agency) on behalf of Stockton Newspapers <br /> (K/J 1996b) In general, the subsurface investigation described in this report was done in <br /> accordance with the Work Plan <br /> i yobl96%66070 DOkphase-ultektdoc <br />
