From Science to Solutions-
April 3,2006
Mr.Mark Clardy
Regional Water Quality Control Board
11020 Sun Center Drive#200 RECEIVED
Rancho Cordova, California 95670
APR 4 2006
Subject: Remedial Action Plan ENVIRONMENT HEALTH
Former Shell Central Valley Crude Oil Pipelines S
Neighborhood B,Parcel 209-06-08 PERM1T,toER41GES
Tracy, San Joaquin County, California
Dear Mr. Clardy:
This letter has been prepared by Science Applications International Corporation(SAIC),on
behalf of Shell Oil Products US (Shell)regarding the above-referenced site. Presented herein is
a plan for remediation of soil and groundwater along a portion of the former Shell Oil Central
Valley Crude Pipelines. An approximately 3,200-foot linear section of the pipeline route crosses
Parcel 209-06-08, running from near the northwest corner of the parcel, off of Grant Line Road,
to near the southeast corner, near the intersection of Mountain House Parkway and Von Sosten
Road(the site).
• PHYSICAL SETTING
The property is located on the southwest comer of the intersection of Mountain House Parkway
and Grant Line Road, northwest of Tracy, California(Figures 1 and 2). Shell operated two
8 inch-diameter pipelines that carried crude oil from the Central Valley to the Bay Area. The
pipelines ran in a northwest-southeast direction through agricultural properties and were buried
at an average depth of approximately 3 feet below ground surface(bgs). Parcel 209-06-08 is
owned by Mr. and Mrs.Joseph and Lillian Machado and has been in use as a dairy. The property
lies within what is known as Neighborhood B of the proposed Mountain House development,
which will be bounded by Grant Line Road to the north,Mountain House Parkway to the east,
Central Parkway to the west, and will extend southward to the vicinity of Highway 205.
The site is located in the Central Valley,at the foot of the eastern edge of the Coast Ranges.
Soils underlying the site consist of sands, silts, and clays, deposited as alluvial fans. Based on
the surface topography and the location of the site,as well as information from other portions of
the Mountain House Development, groundwater flow is anticipated to be northeasterly to
easterly.
NEIGHBORHOOD B REPORT
Clayton Group Services(Clayton),on behalf of Shell, submitted a report describing the results of
a soil and groundwater investigation along the former pipeline alignment, dated November 18,
2005. The report identified 12 areas where soil and/or groundwater exhibited impact from total
• petroleum hydrocarbons in the crude oil range(TPH-cr).
