We note that <br /> deficient items addressed in our 14 June letter were corrected in this report except for one item. <br /> Groundwater samples were collected on 13 April 2000, however there is no record that groundwater <br /> levels were measured at that time, much less a record of well recovery times. These are required <br /> parameters of the monitoring program at the former pond location and the omission of monitoring and/or <br /> reporting these data is a violation of Waste Discharge Requirement Order No. 96-176. <br /> The sampling consultant has indicated that groundwater elevations were not measured because they had <br /> already been measured in January. <br /> We have attached the checklist completed by staff during review of this report. Please review all <br /> comments recorded by staff. Comments regarding the report include: <br /> 1. Your consultant has certified the report. Certification by other than a PG&E officer or appointed <br /> employee is allowed if PG&E has provided written authorization and a copy of the authorization <br /> must be submitted to the Regional Board. <br /> 2. Groundwater was sampled in January, after completion of the two newly constructed wells, and <br /> in April during the first half of the year. The report does not include times of water level <br /> measurements in the field data sheets and well recovery times. Water levels were not measured <br /> in April. <br /> 3. Figure 2 is the groundwater elevation contour map for January 2000. This figure was also <br /> submitted as part of the Additional Hydrogeologic Assessment Report(May 2000). The figure <br /> appears to include data from both the shallow groundwater monitoring wells and the deeper flow <br /> zone wells that are constructed in a semi-confined aquifer. As indicated in the staff comment <br /> letter dated 16 August 2000, it may be inappropriate to represent these two flow zones as a single <br /> aquifer. It is our understanding that the groundwater elevation maps are being reevaluated and <br /> may be resubmitted as a correction to the Hydrogeologic Assessment Report. Any changes to the <br /> figure should also be submitted as a correction to the Semi-Annual report. <br /> This checklist will be included in the case file for the site. <br /> Regional Board staff met with you, Mr. Mike Heckathorn, and Mr. Al Sevilla to discuss the Additional <br /> Hydrogeologic Assessment Report and the Corrective Action Monitoring Plan, as well as specific issues <br /> California Environmental Protection Agency <br /> �,s Recycled Paper <br />
