❑� Northwest Pipe Spill Prevention, Control, and Countermeasure (SPCC) Plan 128 <br /> �--. Company Tracy Plant <br /> 6.1.3 Facility Drainage System Design <br /> Significant non-contained releases of oil are expected to be discovered during routine <br /> inspections. Stormwater flow and any non-contained accidental releases (including <br /> unanticipated and inadvertent overfill related releases) will remain on-site. The only <br /> potential non-contained releases would be associated with use of the mobile refueler <br /> during unloading / fuel transfer operations occurring outside a diked containment <br /> area. <br /> These (as stated above) are expected to be discovered during routine inspections. <br /> An absorbent boom floats on the surface of the retention basin near the southwest <br /> corner. This boom is expected to absorb and contain any accidental oil releases (not <br /> anticipated) entering the basin. Due to all transfers being monitored by Northwest <br /> Pipe Company personnel, the likelihood of tank overfill or oil-impacted drainage <br /> release reaching the retention basin is considered remote. <br /> 6.1.4 Diversion System Requirements <br /> Since the facility drainage system design is adequate to retain on-site any oil / liquid <br /> from leaving the facility, no diversion system is required. <br /> 6.1.5 Drainage Water Treatment Fail-Safe <br /> Stormwater is directed to the retention basin where it is reused onsite. No water <br /> used onsite is discharged off property. Treatment of stormwater at this facility is not <br /> required. <br /> 6.2 Bulk Storage Containers <br /> Bulk storage containers present at this facility are described above in Section 5.2 of this <br /> SPCC Plan. Specific regulatory requirements associated with bulk storage containers <br /> used at onshore facilities are discussed below. <br /> 6.2.1 Container Construction <br /> The ASTs at this facility are constructed of steel and designed to hold flammable or <br /> combustible liquids. The design and construction of the tanks is compatible with: <br /> • The characteristics of the oil products they contain; and <br /> • The associated storage temperatures and pressures anticipated and <br /> experienced at this facility. <br /> Piping between the 500-gallon AST located on the north side of the vehicle <br /> maintenance building and its dispenser a short distance away in the vehicle <br />
