N%0_4 %..W
LIGHT, AIR & SPACE CONSTRUCTION
ENVIRONMENTAL SERVICES COMPANY
State Contractor's License Number 445403
State EPA R.E.A.Number 04072
Office 408-979-0661
Introduction - NFAR Documentation
Light,Air and Space Construction(LA&S) had previously prepared an underground storage tank
(UST) removal and soil excavation reports dated January 5, 2005 and June 30, 2006, and a
monitoring well installation report dated January 5, 2009 (see References). These reports were
submitted to the San Joaquin County Environmental Health Department (SJC/EHD) under the
Voluntary Cleanup Program of the USTs. After SJC/EHD had reviewed the UST removal and
excavation reports, three groundwater monitoring well locations were selected for installation
near the former UST pits and the soil stockpile location. These wells were sampled twice
(December 2008 and March 2009) and following that data review, the SJC/EHD indicted that a
NFAR report could be prepared. This report presents the NFAR details the summary of the site
investigation, monitoring and cleanup activities for this site as a part of the "site closure"
process.
The purpose of a NFAR report is to provide a document upon which the regulator may make an
objective decision regarding the site requested closure. This report presents the site information
in a format that lists the NFAR data requested using the 2004 Tri-Regional Recommendations
Appendix A guidance list. The following sections present summaries that address these issues.
1.0 Site History and Current Conditions
The subject site is located at 19589 McKinley Avenue, Manteca, California and is used as a
residence and farm. Currently there is a barn and a residence with garage on the property. Two
underground fuel storage tanks (USTs, one gasoline and one diesel) had been used on the
property adjacent to the old barn and equipment storage building until about 1985 (see Figures 1
and 2). Light, Air and Space Construction (LA&S) removed the USTs and dispensers in 2004
and soil and groundwater sampling indicated low levels of petroleum contaminants in 2006.
Approximately 300 cubic yards of soil were excavated from the two former UST pits.
Contaminants were not detected in the excavation extremity soil samples obtained after the over-
excavation of the tank pits. The soil was placed on a plastic-lined pad to the rear of the barn and
allowed to aerate from May 2006 through to October 2008 (Authorization of Uncontrolled Soil
Aeration letter dated May 3, 2006). Water samples collected on June 16, 2006 from the former
tank pits showed Total Petroleum Hydrocarbons as Diesel (TPHD) ranging from 81 parts per
billion (ppb)to 5,200 ppb.
Page 2_of 16
MAIN OFFICE -1707 L=E ORCHARD STREET,SUITE A -SAN JOSE-CA-95125
MAILING ADDRESS•P.O.Box 36303•SAN JOSE•CA•95158-6303•4081979-0661 -408/9794)621 FAX-LASCONSTCAOL.COM E-MAIL,
GENERAL AND ENGINEERING CONTRACTOR-HAZARDOUS SUBSTANCE REMOVAL CONTRACTOR-SITE ENVIRONMENTAL ASSESSMENTS
WETLAND AND RIPARIAN HABITAT-ASSESSMENT-DESIGN-RESTORATION-CONSTRUCTION-MITIGATION MONITORING
