These reports were <br /> submitted to the San Joaquin County Environmental Health Department (SJC/EHD) under the <br /> Voluntary Cleanup Program of the USTs. After SJC/EHD had reviewed the UST removal and <br /> excavation reports, three groundwater monitoring well locations were selected for installation <br /> near the former UST pits and the soil stockpile location. These wells were sampled twice <br /> (December 2008 and March 2009) and following that data review, the SJC/EHD indicted that a <br /> NFAR report could be prepared. This report presents the NFAR details the summary of the site <br /> investigation, monitoring and cleanup activities for this site as a part of the "site closure" <br /> process. <br /> The purpose of a NFAR report is to provide a document upon which the regulator may make an <br /> objective decision regarding the site requested closure. This report presents the site information <br /> in a format that lists the NFAR data requested using the 2004 Tri-Regional Recommendations <br /> Appendix A guidance list. The following sections present summaries that address these issues. <br /> 1.0 Site History and Current Conditions <br /> The subject site is located at 19589 McKinley Avenue, Manteca, California and is used as a <br /> residence and farm. Currently there is a barn and a residence with garage on the property. Two <br /> underground fuel storage tanks (USTs, one gasoline and one diesel) had been used on the <br /> property adjacent to the old barn and equipment storage building until about 1985 (see Figures 1 <br /> and 2). Light, Air and Space Construction (LA&S) removed the USTs and dispensers in 2004 <br /> and soil and groundwater sampling indicated low levels of petroleum contaminants in 2006. <br /> Approximately 300 cubic yards of soil were excavated from the two former UST pits. <br /> Contaminants were not detected in the excavation extremity soil samples obtained after the over- <br /> excavation of the tank pits. The soil was placed on a plastic-lined pad to the rear of the barn and <br /> allowed to aerate from May 2006 through to October 2008 (Authorization of Uncontrolled Soil <br /> Aeration letter dated May 3, 2006).
