If contamination is found exceeding regulatory action levels, <br /> horizontal and vertical delineation may be necessary to quantify the extent of contamination via additional <br /> investigation. <br /> Background <br /> Odic conducted a Phase I ESA in June 2013. The one-story vacant industrial building was previously <br /> occupied by a manufacturer of wood chips/sawdust. The building has equipment, supplies, and hazardous <br /> materials left behind by the former occupant. A large wood chipper/grinder was observed inside the <br /> building. Small quantities of oil, waste oil, hydraulic fluid, transmission fluid, and lacquer thinner were <br /> observed in the building and on the northeast exterior of the building. Several empty portable cans for <br /> gasoline were observed inside the building. Staining was observed on both the concrete and soil located <br /> near the material storage areas. The stained area outside the building is approximately 15 square feet in area <br /> and may be from releases of motor oil/waste oil. The staining is not de minimis and is identified as an <br /> environmental concern for the potential impact to underlying soil. <br /> The subject property was developed as early as 1952 with a small building (use undetermined). By 1963, <br /> the current building had been constructed, identified as a cannery and then a lumber yard. City directory <br /> listings identified Universal Forest Products, Western Division, as the occupant in 2004-2005. From 2005 <br /> until 2012, it was occupied by a manufacturer of wood chips/sawdust. A.J. Ranch, Inc. acquired the <br /> property in late 2004 from Universal Forest Products,Western Division.It appears that the manufacturer of <br /> wood chips/sawdust was an occupant after Universal Forest Products(property profile information, former <br /> owner). <br /> According to the property owner, the site utilizes a septic system with the leach lines discharging deep in <br /> the ground. Although not known to have occurred from past operations, the possible discharge or release <br /> of petroleum hydrocarbon based substances to the septic system is a Recognized Environmental Condition. <br /> The depth to groundwater is shallow and may be less than 15 feet below ground surface in the area of the <br /> subject property. Based on the visual surface staining of soil and the risk of a release of hazardous waste <br /> from the septic tank and leach field, a subsurface investigation is recommended. <br /> Hydro eoloev <br /> The subject property is situated within the Great Valley Geomorphic Province of California, a large, <br /> elongate, northwest trending,asymmetric structural trough. The Great Valley Province has been filled to its <br /> present elevation with thick sequences of sediment ranging in age from Jurassic to Recent,creating a nearly <br /> horizontal alluvial plain, extending from the Tehachapi Mountains in the south to the Klamath Mountains <br /> in the north. The western and eastern boundaries of this province are comprised of the California Coast <br /> Range and the Sierra Nevada, respectively. Rocks composing the basement complex of the province have <br /> not been completely defined but are believed to be metamorphic and igneous in origin.
