The Petition for Review, prepared by Pacific Environmental Group, Inc. <br /> (PEG) is being filed concurrently herewith. Pursuant to Board Resolution No. 88-23, Exhibit P, the Board may <br /> stay the effect of a decision of a local agency pending final disposition of any petition or proceedings for review. <br /> Unocal alleges the following in support of its petition for a stay order: <br /> 1. Substantial harm to Unocal would result if the stay is not &ranted. The local agency, the San <br /> Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has <br /> already involved representatives of the office of the District Attorney in connection with <br /> Unocal's former service station 0187. Unocal has attempted to resolve its differences with <br /> PHS/EHD through discussions with the District Attorney's Office. The workplan that was <br /> submitted on October 9, 1997, the disapproval of which is the subject of the Petition for <br /> Review, was an attempt to resolve differences between Unocal and PHSIEHD regarding the <br /> appropriate next step in the process of corrective action at the site. Based on the history of <br /> discussions with PHS/EHD and the San Joaquin District Attorney's Office, Unocal anticipates <br />
