PHS/EHD has the following comments for your consideration.
PHS/EHD in evaluation of the groundwater sample results summary table, requests that
future summary tables include the reporting limit of each sample rather than the
designation of ND. An amendment of Table 3 should be included with the next quarterly
report submitted. Also, PHS/EHD suggests strongly that depth to water information be
contained in the same table. It is PHS/EHD's intent to provide directions which will enable
efficient and accurate evaluation of site conditions.
The "Quarterly Data Report" included the results of the November 8, 1995 sampling of
monitoring wells: U-1 - U-8. The on site wells that historically have been contaminated
continued to evidence significant groundwater contamination. Monitoring wells, U5 and
U6, appear to have defined the extent of groundwater contamination in the western
direction. Monitoring well, U4, provides some indication as to the extent of the
contamination in the northeastern direction, but it is likely that an additional off site well
will be necessary to further delineate groundwater contamination in this direction. The off
site well, U8, appears to have defined the extent of the groundwater contamination east of
the site, but an additional off site well may be necessary also. However, the off site well,
U7, located south of the site confirmed the July 31, 1995 sampling results which
evidenced contamination at an unexpected level considering the well's apparent upgradient
location.
As PHS/EHD indicated in correspondence dated October 31, 1995, information is available
to suggest that there may have been an underground storage tank located on the property
at the southwest corner of East Miner and California. PHS/EHD suggests at this time that
you contact the property owner, Sutter Office Center, of APN 139-250-05 (situs address
242 North Sutter) to discuss the possibility of a co-mingled groundwater contamination
plume.
Also, PHS/EHD has requested previously that monthly groundwater elevation
measurements be collected to further evaluate the groundwater gradient direction. Please
proceed immediately with the collection of this data as it will be important for discussion
with neighboring property owners and for the evaluation of remedial alternatives.
A Division of San Joaquin County Health Care Services
