By letter of January 22, 1998, Dorothy M. Jones, Staff Counsel, informed UNOCAL that the
State Water Resources Control Board ("Board") considered the Petition to be defective in that it did
not fully comply with item (B) 8 of the petition procedures set forth in Board Resolution 88-23.
In Response to Ms. Jones's letter, the undersigned wrote to Ms. Mary Meays of the San Joaquin
County Public Health Services, Environmental Health Division ("PHS/EHD") requesting that
UNOCAL be provided with a list of persons known to have an interest in the above referenced
property. A copy of that letter is attached hereto as Exhibit A. In response, Unocal received, by
facsimile, a letter dated February 18, 1998, from Margaret Lagorio of PHS/EHD identifying five
owners of nearby properties as persons who may have an interest with respect to residual
hydrocarbons remaining at 437 East Miner Avenue, Stockton, California. A copy of that letter is
attached hereto as Exhibit B.
