San Joaquin County
Environmental Health Department DIRECTOR
p Donna Heran,REHS
r.
1868 East Hazelton Avenue
PROGRAM COORDINATORS
(n: : ' ''A < Stockton, California 95205-6232 Robert McClellon,REHS
Jeff Carruesco,REHS,RDI
.c .P •
y .o R , Website: www.S/gov.org1ehd Kasey Foley,REHS
Linda Turkatte,REHS
Phone: (209)468-3420 Rodney Estrada,REHS
Fax: (209)464-0138 Adrienne Ellsaesser,REHS
February 24, 2014
Chevron Environmental Management
c/o Brian Waite, P.G.
6101 Bollinger Canyon Road, BRIX-5321
San Ramon, CA 94583
Subject: Former Unocal#0187
437 East Miner Avenue
Stockton, CA 95202
The San Joaquin County Environmental Health Department (EHD) has previously submitted a
well destruction work plan directive letter dated 13 June 2013 to Chevron Environmental
Management for the above-referenced site. This is the second notification from the EHD
requesting the submittal of the well destruction work plan.
The EHD has received a No Further Action Required Concurrence letter from the Central Valley
Regional Water Control Board (CVRWQCB) dated June 5, 2013, for the above subject site. It is
now necessary to plan the destruction of all wells installed as part of the site investigation and
remedial action. The EHD cannot issue a Case Closure Letter for this site until the wells have
been properly destroyed and all onsite waste material have been removed and properly
disposed.
The EHD directs that all monitoring and sampling at this site be suspended while the site is
being considered for closure. State regulations now require a 60-day public participation period
in order to process the case closure. Prepare a brief Public Participation Notice (PPN)
summarizing the site status and announcement of the public participation period with EHD
contact information and submit to the EHD for approval. Upon approval, provide the PPNs to
the owners and occupants of all parcels adjacent to and within 1,000 feet of the above-
referenced site, California Water Service Company in Stockton, City of Stockton Water District,
San Joaquin County Public Works Utilities Maintenance, and Stockton East Water District of the
proposed case closure. The public will have a sixty-day period from the date of the letter to
respond. Comments should be directed to Angelica Sandoval Marin, REHS, San Joaquin
County Environmental Health Department, 1868 East Hazelton Avenue, Stockton, California
95205-6232, or (209) 468-2807. A sample PPN may be supplied upon request. The PPN is to
be submitted to the EHD for review within 30 days of the date of this letter.
During the sixty-day public participation period, it is necessary to plan and prepare to execute
the destruction of all wells installed as part of the site investigation and remedial action so that
after the comments received during the sixty-day public participation period have been properly
addressed, well destructions can commence.
