T ; ML
ARCADIS GERAGHTY & MILLER - - -
July 24, 1998
Ms. Donna Heran, Director REHS jjjljjj%( 1f11( IIT
Ms. Margaret Lagorio, Supervising REHS JUL 2 7 1998
Site Mitigation Unit
San Joaquin County ENVIRONMENTAL HEALTH
Environmental Health Division, Public Health Services PERMIT/SERVICES
304 E. Weber Ave., Third Floor
Stockton, CA 95201-0388
Subject: Former UNOCAL Gas Station No. 0187, 437 E. Miner Ave., Stockton
California
Dear Ms. Heran:
Thank you for your letter dated June 29, 1998, in which you reviewed the
"Vertical Fuel Hydrocarbon Plume Delineation Hydropunch
Investigation/Piezometer Installation" work plan dated May 26, 1998, prepared
and submitted by ARCADIS Geraghty and Miller, Inc. (ARCADIS Geraghty and
Miller) on behalf of UNOCAL for the above-referenced site.
UNOCAL has expressed interest in working cooperatively with the San
Joaquin County Public Health Services (SJCPHS) in order to arrive at a work plan
to complete the soil and water investigation phase of its response at this site in
accordance with the current state of knowledge of groundwater hydrology
regarding contaminant fate, transport, and remediation. This letter responds to
your specific comments in the above-cited letter of June 29, 1998, accepts and
incorporates most of the SJCPHS comments, and requests SJCPHS concurrence
with the original work plan as amended by this letter. Upon receipt of your written
concurrence, UNOCAL will begin work at the site according to the schedule
described in the work plan.
In order to further progress at the site, ARCADIS Geraghty and Miller
requests that the May 26, 1998 work plan be modified to separate two issues: 1)
collecting data which SJCPHS and UNOCAL agree are sufficient to complete the
soil and water investigation and, 2) the preparation of a Corrective Action Plan
(CAP). Specifically, it is requested that SJCPHS concur with this request to
withdraw preparation of a CAP as part of the work scope proposed under the
submitted work plan. Once the SJCPHS and UNOCAL agree that the extent of
the release has been adequately characterized by investigation, data evaluation, and
reporting, the parties can discuss the preparation of a CAP.
