ARCADIS GERAGHTY&MILLER <br /> 9. INTRODUCTION <br /> In March, 1998, ARCADIS Geraghty & Miller, Inc (ARCADIS Geraghty & Miller) <br />' was contracted by Union Oil Company of California(UNOCAL,)to provide a technical review <br /> of relevant data collected in connection with environmental investigations performed at the site <br />' of the former UNOCAL gasoline service station number 0187, located at 437 East Miner <br /> Avenue, Stockton, California (the "Site"), and to attend a meeting with San Joaquin County <br />' Pubhc Health Service(SJCPHS) The meeting, held on April 28, 1998 at the SJCPHS office in <br /> Stockton, was called to determine whether consensus could be achieved between UNOCAL <br /> and SJCPHS as to whether enough site data and information had been collected to provide the <br /> basis for closure of the Site In addition to representatives of SJCPHS, UNOCAL, and <br /> ARCADIS Geraghty & Miller, a representative of the California Regional Water Quality <br /> Control Board, Central Valley (RWQCB-CV) was also present At the meeting, SJCPHS <br /> indicated that it was their position that the vertical and lateral extent of soil and groundwater <br /> impacts at the Site had not been delineated and UNOCAL should conduct an environmental <br />' investigation to accomplish the impact delineation SJCPHS indicated that the delineation of <br /> the impacts would require characterization of soil impacts above and below groundwater out <br />' to the area where the petroleum hydrocarbon impacts were nondetect <br />' On behalf of UNOCAL, ARCADIS Geraghty&Miller conducted a limited subsurface <br /> investigation at the Site based on a work plan submitted to the SJCPHS dated May 26, 1998 <br />' The May 26, 1998 work plan was prepared in response to a request by the SJCPHS, as <br /> described above, to vertically delineate the dissolved-phase petroleum hydrocarbon plume at <br /> the Site <br />' After review of the May 26, 1998 workplan, the SJCPHS responded in writing <br /> p p g <br /> commenting on and requesting modifications to the work plan which included SJCPHS did <br />' i <br />
