DISCUSSION <br /> 6 S USSION <br />' 6.1 GENERAL WATER QUALITYIN THE SITE VICINITY <br />' Aside from consideration of the impacts of the subject release of petroleum <br /> hydrocarbons, general water quality in the vicinity of the Site is poor and does not meet <br /> California State standards for acceptable drinking water Site upgradient monitoring and cross- <br /> gradient wells do not meet water quality objectives as specified in the Water Quality Control <br /> Plan (Basun Plan) for the San Joaquin River Basun dated September, 1998 The Basin Pian <br /> directly references California State Department of Health Services Maximum Contaminant <br /> Limits (MCLS) as the applicable water quality goals for the Basin Plan, and does not <br />' differentiate between Primary and Secondary MCLS Therefore, wells which exceed the Basin <br /> Plan objectives also exceed the California State MCLs Wells with constituents above the <br /> MCL would not be considered safe for dnnkmg <br />' Table 6-1 below indicates the MCL for general water quality parameters and <br /> summarizes the Site wells which do not meet the MCL and Basin Plan Objective <br />' Based on water sampling during groundwater monitoring events conducted on March <br /> 9, 1998 and February 5, 1999, total dissolved solids (TDS) at the Site exceeds the MCL of <br />' 500,000 ug/L in all wells at the Site and has been measured as high as 1,000,000 ug/L in a <br /> crossgradient well (U-7) and up to 910,000 ug/L in a well that is upgradient (U-6) to the <br />' petroleum hydrocarbon groundwater plume center TDS in Site wells ranges from 660,000 to <br /> 1,200,000 ug/L One anomalous reading in well U-5 on March 9, 1998 had a TDS reading of <br />' riondetect(at a detection limit of 1,000 ug/L) <br />' 30 <br />
