Because significantly more wastewater is generated than described in the 23 June 2003 RWD,
the discharge must be reevaluated and if appropriate, renewed coverage under the General WDRs will be
provided.
To complete the RWD, please address the following items:
1) Provide a revised water balance for the increased wastewater discharge. In your calculations use
the 100-year return annual precipitation total distributed monthly in accordance with historical
trends.
2) Describe any new sources of wastewater to the flow. If there are no new wastewater sources and
the previous RWD adequately describes the wastewater quality, the RWD should state that. If
there are new sources of wastewater, provide adequate characterization. Contact staff for
additional guidance if further characterization is required.
3) Provide an evaluation of the land application area. The evaluation should include a description
of the amount of soil biofouling, the influence such fouling might have on infiltration rates, and
any maintenance activities that are used to maintain the infiltration rate.
4) Provide a map that shows the extent of the land application areas. The 5 October 2004 RWD
states the land application areas were built larger than needed.
5) Describe management provisions that will be implemented to prevent the occurrence of flies,
mosquitoes, and odor nuisances as well as problems such as pond overflows (maintenance plans,
standby pumps or generators, and contingency plans, etc.).
6) Provide information sufficient to determine whether the increased flow rate of wastewater will
adversely impact underlying groundwater.
California Environmental Protection Agency
QCT'Recycled Paper
