The RWD was for coverage under the Regional Board's Resolution No. <br /> R5-2003-008, Waiver for Specific Types of Discharge Within the Central Valley Region(Waiver). <br /> Upon review of the RWD, staff determined that the RWD was not complete and in a letter, dated <br /> 25 June 2003, informed you that a filing fee and additional information must be submitted. You <br /> responded to that request on 8 July 2003. <br /> Since that time, staff has been in communication with your consultant about additional data required <br /> in order to ensure that the discharge would meet the particular conditions of the Waiver, <br /> specifically, that the total dissolved solids (TDS) concentration of the discharge would be less than <br /> that in the uppermost underlying groundwater. On 5 February 2004,DJH Engineering provided us <br /> with groundwater data indicating that the TDS concentrations in the discharge were less than the <br /> average TDS concentration in underlying groundwater. <br /> Although the discharge meets the specific requirements of the Waiver, after further consideration of <br /> the volume of waste that will be discharged(12,000 to 17,000 gallons per day) and method of <br /> discharge(flood irrigation),it is staff's determination that coverage under the Waiver is not <br /> appropriate and that the discharge would be more appropriately covered under State Board's Water <br /> Quality Order No. 2003-0003-DWQ, General Waste Discharge Requirements for Discharge to Land <br /> with a Low Threat to Water Ouality(General WDRs).jhe Waiver is more appropriate for one-time <br /> discharges,while this discharge will be long-term. In addition,because of the volume and method <br /> of the discharge, ongoing monitoring is warranted, and therefore better regulated under the General <br /> WDRs. The General WDRs may be found on the Internet at <br /> www.swrcb.ca.gov/resdec/wgorders/2003/wqolog.html. <br /> The information submitted to date will be used to enroll you under the General WDRs. However, <br /> we cannot enroll you until you supply evidence of compliance with the California Environmental <br /> Quality Act(CEQA). Has a CEQA document for this discharge been certified by a public entity? If <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
