Mendocino Avenue, Stockton, California Assessor's Parcel Number: 113-140-02 County of San Joaquin Site Code: R0732 Dear Margaret: On behalf of the University of the Pacific(UOP),Environmental Science Associates (ESA)has prepared this work plan to destroy the four groundwater monitoring wells associated with the groundwater investigation at the former underground storage tank(UST)site, 1081 W. Mendocino Avenue in Stockton, California. This letter discusses project background,approach to the well destruction,.schedule, and health and safety. For your reference,the monitoring well construction diagram is attached to this letter and the locations of the monitoring wells are shown on Figure 1. Project Background The former UST area was connected with the UOP Physical Plant on the north side of Mendocino Avenue. Within the last five years,UOP has relocated the Physical Plant Building,Central Receiving Building, and Electric Shop and remodeled the former shop buildings for classrooms. UOP had the UST removed prior to the remodeling work and the area of the former UST is now covered with an asphalt parking lot. Following the UST removal in April 2000,UOP retained.ESA to complete follow-up soil and groundwater investigations to determine the extent of methyl tertiary-butyl ether(MTBE)in groundwater. MTBE was detected during the UST removal. ESA completed the post-UST removal, soil and groundwater investigative work between July 2000 and April 2003. ESA submitted for review the final Groundwater Sampling and Monitoring Report/Request for No Further Action in December 2003. In a letter dated October 7, 2004, the California Regional Water Quality Control Board,Central Valley Region,provided concurrence with the recommendation for case closure submitted by San Joaquin County Environmental Health Division (SJCEHD). In a letter dated October 18, 2004,the SJCEHD informed UOP that before a "No Further Action Required Letter" (NEAR)letter could be issued,the existing monitoring wells at the 1081 Mendocino Avenue site must be properly destroyed.
