Mendocino Avenue, Stockton, California <br /> Assessor's Parcel Number: 113-140-02 <br /> County of San Joaquin Site Code: R0732 <br /> Dear Margaret: <br /> On behalf of the University of the Pacific(UOP),Environmental Science Associates (ESA)has prepared this <br /> work plan to destroy the four groundwater monitoring wells associated with the groundwater investigation at <br /> the former underground storage tank(UST)site, 1081 W. Mendocino Avenue in Stockton, California. This <br /> letter discusses project background,approach to the well destruction,.schedule, and health and safety. For <br /> your reference,the monitoring well construction diagram is attached to this letter and the locations of the <br /> monitoring wells are shown on Figure 1. <br /> Project Background <br /> The former UST area was connected with the UOP Physical Plant on the north side of Mendocino Avenue. <br /> Within the last five years,UOP has relocated the Physical Plant Building,Central Receiving Building, and <br /> Electric Shop and remodeled the former shop buildings for classrooms. UOP had the UST removed prior to <br /> the remodeling work and the area of the former UST is now covered with an asphalt parking lot. <br /> Following the UST removal in April 2000,UOP retained.ESA to complete follow-up soil and groundwater <br /> investigations to determine the extent of methyl tertiary-butyl ether(MTBE)in groundwater. MTBE was <br /> detected during the UST removal. ESA completed the post-UST removal, soil and groundwater <br /> investigative work between July 2000 and April 2003. ESA submitted for review the final Groundwater <br /> Sampling and Monitoring Report/Request for No Further Action in December 2003. In a letter dated <br /> October 7, 2004, the California Regional Water Quality Control Board,Central Valley Region,provided <br /> concurrence with the recommendation for case closure submitted by San Joaquin County Environmental <br /> Health Division (SJCEHD). In a letter dated October 18, 2004,the SJCEHD informed UOP that before a <br /> "No Further Action Required Letter" (NEAR)letter could be issued,the existing monitoring wells at the <br /> 1081 Mendocino Avenue site must be properly destroyed.
