McLane Company— Manteca, CA <br /> Discharge Drainage Control 40 CFR 112.7(a)(3)(iii) <br /> The aboveground oil storage tanks are securely located on concrete. All fuel oil product <br /> fuel steel storage tank is constructed of concrete and steel and are securely contained on steel <br /> mounts on a concrete containment pad in normal operating conditions. Both #2 Diesel fuel tanks <br /> are Double Wall Steel and UL 2085 tanks. Any spill or discharge that may occur from the fuel <br /> storage tank or it's associated plumbing will be confined to the containment area. The containment <br /> area employs no drainage valves and all liquids can be controlled. Any and all liquids retained <br /> within the containment system can be contained, controlled and mitigated within the containment <br /> area. Both stationary tanks are equipped with spill/fill containers and the driver will monitor for <br /> over fill conditions. The 150 Gallon portable#2 Diesel fuel tank is maintained within the yard and <br /> has no secondary containment. The 55 Gallon drums are located near the shop and on concrete. <br /> The concrete area will act as containment as no spill will be great enough to escape the concrete <br /> area. No liquid shall be evacuated without verification of an oil sheen is performed and <br /> management approval. There are storm drains on site and no spill or release is capable of reaching <br /> navigable water ways. <br /> Any compromise or leak from the fuel oil product tank will be contained within the facility. <br /> Only compromise of the delivery vehicle or an overfill event could result in a liquid discharge of <br /> oil products beyond the controls. Fuel is carefully dispensed and all small spills and discharges are <br /> carefully addressed. <br /> #2 Diesel fuels are loaded into the tanks through a direct fill. Any discharge from the <br /> delivery hose during or after refueling can be captured inside the fill containment structures. No <br /> spill or release is capable of reaching navigable water ways and any release can be addressed and <br /> contained. <br /> Truck refueling and fuel oil product transfers are conducted south of the main buildings. <br /> Any spill or discharge will be contained on the area and small spills will be controlled, mitigated <br /> and cleaned-up. No spill or release is capable of reaching navigable water ways with the current <br /> containment system that McLane Company uses. <br /> All oil product users are trained and have awareness of the proper materials to stop and <br /> mitigate a discharge or spill. Any discharge, release or spill will be monitored by McLane <br /> Company's management to ensure that safety is addressed and that all waste is contained, <br /> transported and disposed of in a proper manner.No spill or release is capable of reaching navigable <br /> water ways with the current usage in McLane Company system. <br /> All oil products in 5 gallon buckets that may be located at the site are secured, temporary <br /> and inventoried. There is no public access to the #2 Diesel sto-rage areas. In the event of a spill <br /> the #2 Diesel would be contained on site and no water areas will be effected. Trained personnel <br /> would be able to confine and prevent the discharge from exiting the area. Any discharge or spill <br /> will be monitored by McLane Company's management to ensure that safety is addressed and that <br /> all waste is contained, transported and disposed of in a proper manner. <br /> Gary Reeves, LLC 17 <br />
