After treatment, hydrocarbon concentrations in the soil were not <br /> below criteria agreed to by the County. <br /> A <br /> Additional analyses were conducted to determine if the affected soil exhibited the <br /> characteristics of a hazardous waste, as defined in the California Code of Regulations, Title 22, <br /> Article 3, Chapter 11. These analyses showed the, soil. to.be,.non-toxic, non-reactive, non- <br /> corrosive, and non-ignitable' Additionally, the hydrocarbons were shown to be non-leachable, <br /> based on Toxicity Characteristic Leaching Procedure (TCLP) analyses of the soil. Based on the <br /> non-leachable-and non-hazardous characteristics of the soil, Sheldon and the County agreed to k <br /> place a sheet plastic liner in the excavation and backfill it with the soil that had been excavated <br /> and stockpiled material. Additional soil samples were collected and analyzed to document the <br /> concentrations of total petroleum hydrocarbons (TPH) in the soil at the limits of the excavation. <br /> The excavation was lined with three layers of 10 millimeter visqueen with proper <br /> t I overlapping and caulked seams. 2,077 tons of pea gravel were imported and placed by Kause <br /> Construction in the excavation. This brought the level of the pea gravel to 25 feet bgs. The pea <br /> gravel was the compacted to approximately 95-percent compaction using a vibratory compactor. <br /> The stockpiled soil was placed by Kause Construction on top of the pea gravel in 2-foot lifts and A <br /> compacted to approximately 95-percent compaction using a vibratory compactor. All of the soil } <br /> originally excavated from the area was used as fill material. The Site will be returned to its } <br /> ` original condition by paving as soon as weather permits. <br />' As required b the County,q y apost-closure groundwater monitoring program will be <br /> implemented at the closed UST facility.
