16 ITEM: 5 <br /> SUBJECT: Underground Tank Program---Information Item <br /> REPORT: The Region's Underground Tank Program provides guidance for <br /> Tank Owners/Operators to investigate,remediate and close tank sites <br /> with the publication and updates for the: <br /> * Tri-Regronal Board Staff Recommendations for Preliminary inves- <br /> tigation and Evaluations of Underground Tank Sites, including ata- <br /> lyrical protocol, <br /> • Appendix A - Reports, for report conteot based on investigations; <br /> and, <br /> t • Appendix B - Closures, data summaries to expedite site closwe. <br /> In 1995,staff closed 72 sites and provided concurrence with local clo- <br /> sures on 226 more sites fora total of 286 closures in the Central Vai- <br /> ley. Cumulative closure data show that Central Valley closures, staff <br /> and local,respectively,account for 39% and 179/0 of the: total closures <br /> statewide. <br /> Today we have 4,150 open raises for 12 staff to oversee (including 7550 <br /> sites that receive indirect oversight through the State Board-funded <br /> Local Oversight Program). Ground water cases account for 15W cases. <br /> Over 900 sites have not been investigated and, when done, some will <br /> likely have ground water problems. - <br /> Historically, staff have closed almost all sites with some petroleum <br /> hydrocarbons left m soil or ground water. Currently, staff are enforc- <br /> ing 21 Cleanup and Abatement Orders, including one with 20 sites in <br /> Yosemite National Park, and have Issued five Administrative Civil <br /> f Liability Complaints. A table summarizing the status of the sites with Z <br /> CEAs is attached, <br /> In October, following an 18-month review of the current Leaking <br /> Underground Fuel Tank(LUFI) guidance and results of a statewide <br /> survey of leaking tank sites in a►Auvial soils, Lawrence Livermore <br /> National Laboratories, Usued its report to the Staete Hoard. The report <br /> recommends: <br /> ' a. Use passive bioremediation whenever possible, <br /> b. Modify State Board policies to allow the ASTM Risk-Based <br /> Corrective Action (RSCA), and 1 <br /> ' c Require risk-based decision making for Bites using passive 1 <br /> bioremediation. <br />
