Dosure Report 33 <br /> Golden Grain Manteca Bean f=acility,299 Moffat Boulevard,Manteca,California Jul 16,19% <br /> ' action since the chemicals detected at the site do not have ap otential adverse effect to human and <br /> environmental receptors <br /> ' 70 CLOSURE REQUEST <br /> 71 Request for Closure <br /> Due to the State's low cleanup rate of leaking underground storage tanks(LUST), the regulatory and <br /> legislative bodies In California have re-examined their approach to cleaning up these sites A <br /> ' summary of recent activity Including the Lawrence Livermore National Laboratory (LLNL) 1995 <br /> report, Senate BIII 1761, and the RWQCB-V January 8, 1996, memorandum titled, Underground <br /> Tank "No Further Action"Requirements in the Central Valley is provided in appendix <br /> In its January 8, 1996, position memorandum, the RWQCB-V provides a process for site closure, <br /> with no further action required for those sites which have been remediated but still have low levels of <br /> contamination In the RWQCB-V memo, it is stated, "Although definition of low risk ground water is <br /> subject to debate, we agree that with proper site characterization, any site can be considered for <br /> ' closure with no further action required if impacts to ground water and beneficial uses are <br /> insignificant' <br /> Given the extensive site characterization and remediation work performed by Golden Grain and the <br /> RWQCB-V's commitment to discuss and Implement expedited closure of remediated LUST sites <br /> within its jurisdiction, Golden Grain is requesting site "closure with no further action required'status <br /> for its Manteca Bean property To further support this request, a top-level summary of the <br /> information presented in this report follows <br /> ' 7.2 Information Summary in Support of Request for Closure <br /> ' In this section, Golden Grain will address the five issues required by the RWQCB-V in the <br /> January 8, 1996, memorandum <br /> ' ■ extent and stability of plume <br /> ■ hydrogeology <br /> ' 42=W 3 CR <br /> FLUOR DANIEL GTI � ' <br />
