a 10 INTRODUCTION <br /> On behalf of the San Joaquin County Facilities Management Department (property owner), <br /> Ramage Environmental has prepared this Work Plan, Additional Site Investigation and <br /> Groundwater Monâ–ștonng Report, First Quarter 2003 for submittal to the San Joaquin County <br />' Environmental Health Division (EHD) and Central Valley Regional Water Quality Control Board <br /> (RWQCB) EHD requested this work plan on March 21, 2003 <br /> 1.1 Site Location and Description <br />' The site is located at 392 South Moffat Boulevard in the city of Manteca (San Joaquin County), <br /> California (Figure 1) Structures on the property include the former agricultural commissioner's <br /> office, a chemical storage and restroom facility, and a covered vehicle parking area (Figure 2) <br />' The Manteca Police Department currently uses the property The site is flat, mostly paved and <br /> approximately %-acre in size Recycling centers are located on the east and west sides of the <br />' site South of the site is a city of Manteca bike path and a Union Pacific Railroad right-of-way <br /> 12 Previous Work <br /> 12 1 UST System Removal <br />' On November 1, 1988, Tilford & Hall removed three, 1,000-gallon capacity, underground storage <br /> tanks (UST) and associated product piping and dispenser island equipment from the east side of <br /> the site (Figure 2) The northern and southern former USTs (Tanks 1 and 3) were used to store <br /> weed oil (i e , diesel fuel) The center UST (Tank 2)was used to store unleaded gasoline During <br /> UST removal, the EHD inspector noted the presence of corrosion and holes in all three tanks and <br /> "prevalent odor" during excavation of the northern weed oil tank <br /> One soil sample was collected from beneath each UST at a depth of 10 to 10 5 feet below ground <br /> surface (bgs), and analyzed for Total Extractable Petroleum Hydrocarbons (TEPH), Total Volatile <br /> ' Petroleum Hydrocarbons (NPH), and benzene, toluene, ethylbenzene and xylenes (BTEX) <br /> Laboratory results indicated that concentrations of petroleum hydrocarbons were detected in the <br /> soil samples collected from beneath the northern and central USTs Concentrations of petroleum <br /> hydrocarbons included 9,900 milligrams per kilogram (mg/kg) TEPH beneath the northern weed <br /> oil UST and 18 mg/kg NPH from beneath the central gasoline UST Petroleum hydrocarbons <br /> were not detected in the soil sample collected from beneath the southern weed oil UST <br /> 4 <br />
