' 1 © INTRODUCTION <br /> On behalf of the San Joaquin County Facilities Management Department (property owner), <br /> Ramage Environmental has prepared this Groundwater Monitoring Report, Fourth Quarter 2001 <br /> for submittal to the San Joaquin County Public Health Services Environmental Health Division <br /> 1 (PHSIEHD) and the Central Valley Regional Water Quality Control Board (RWQCB) <br /> The proposed scope of work was outlined in Ramage Environmental's Work Plan, Environmental <br /> Site Investigation, dates! June 18, 1997 On July 22, 1997, PHSIEHD approved the work plan <br /> 11 Site Location and Description <br /> The site is located at 392 South Moffat Boulevard in the city of Manteca (San Joaquin County), <br /> ' California (Figure 1) Structures on the property include the former agricultural commissioner's <br /> office, a chemical storage and restroom facility, and a covered vehicle parking area (Figure 2) <br /> The Manteca Police Department currently uses the property The southern part of the site is <br /> secured with a barbed-wire fence The site is approximately %-acre in size It is flat and mostly <br /> paved Recycling centers are located on the east and west sides of the site South of the site is a <br /> Mcity bike path easement and a Union Pacific Railroad right-of-way <br /> Three, 1,000-gallon capacity, underground fuel storage tanks (UST) existed on the east side of <br /> the site (Figure 2) The northern and southern former USTs (Tanks 1 and 3) were used to store <br /> weed oil (i e , diesel fuel) The center UST (Tank 2) was used to store unleaded gasoline <br /> i <br /> 12 Previous Work <br /> 1 2 1 UST System Removal <br /> On November 1, 1988, the three (3), 1,000-gallon capacity, USTs and associated product piping <br /> and dispenser island equipment were removed from the site by Tilford & Hall During UST <br /> ' removal, the PHS-EHD inspector noted the presence of corrosion and holes in all three tanks and <br /> "prevalent odor" during excavation of the northern weed oil tank <br /> 1 <br /> 1 <br /> • 3 <br />
