D., M.P.H., Acting Health Officer _ • <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 0gcr�ofee+`� <br /> 2091468-3420 <br /> L <br /> CRAIG OGATA JUL 2 211 <br /> SAN JOAQUIN COUNTY FACILITIES MANAGEMENT <br /> 222 E WEBER RM 675 <br /> STOCKTON CA 95202 <br /> Re Agricultural commissioner's Office Site Code 1445 <br /> 392 Moffat Boulevard, Manteca CA 95336 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has completed review of the "Work Plan" dated June 18, 1997 that was prepared by <br /> Ramage Environmental PHS/EHD has the following comments for your consideration <br /> The work plan proposed eleven soil boring locations which will be advanced using a <br /> direct push rig to determine the lateral and vertical extent of the soil contamination <br /> evidenced at the time of the November 1 , 1988 tank removals The work plan also <br /> proposed to evaluate the nature and extent of groundwater contamination, first by <br /> collecting grab groundwater samples and then by installing a minimum of three <br /> monitoring wells The work plan stated that the borings would be advanced to a <br /> maximum depth of 20 feet below ground surface (bgs) Since significant soil <br /> contamination up to 9,900 ppm extractable TPH, 18 ppm TPH-gasoline was detected <br /> at 10 feet bgs, it may be necessary to advance the soil boring to depths greater than <br /> 20 feet, in order to determine the vertical extent of the soil contamination, regardless <br /> of the water depth encountered It may be necessary that more than two soil samples <br /> per borehole be analyzed to characterize the distribution of the soil contamination <br /> Also, additional analyses may be necessary to characterize additives, other than fuel <br /> hydrocarbons, that may have been used in the weed oil formulation process <br /> Please note, that the above ground tanks and associated underground piping that was <br /> removed on December 9, 1998 in the area of the former underground storage tanks <br /> may also require further investigation since there was observed discolored soil <br /> beneath the piping which connected the two tanks remaining after an excavation <br /> 1 attempt PHS/EHD recommends either relocating the soil boring identified as #8 or <br /> the advancement of an additional boring <br /> The work plan indicated that the continuous cores and soil samples would be field <br /> logged Pursuant to the Business and Professions Code, all geological interpretive <br /> activities must be done under the direct supervision of a registered professional <br /> geologist The work plan stated that the soil boring would be abandoned with <br /> bentonite chips that will be hydrated.
