Preliminary Site Assessment Work Pian
Former BOB'S MUFFLER SHOP'
466 Moffat Road, Manteca, California
' 1.0. INTRODUCTION
At the request of Mr. Tom Barbour, on the behalf of Ms. Amelia 'Barbour, Advanced
tGeoEnviromriental, Inc. (AGE) has prepared the enclosed Work Plan for the Bob's Muffler Shop
site located at 466 Moffat Road, Manteca, California. The location of the site is illustrated on
Figure 1 - Location Map. A plan of the site is illustrated on Figure 2 •- Site Plan.
This Work Plan has been prepared as required by the San Joaquin County Public Health Services -
Environmental Health Division (PHS-EHD) to evaluate an unauthorized release of petroleum
hydrocarbon compounds from underground storage tanks .(USTs) fonnerly located at the site.
Additionally, this work plan is prepared in accordance with PHS-EHD and Central Valley Regional
Water Quality Control Board (CVRWQCB) guidelines for the investigation of UST sites.
The purpose of this site assessment is to evaluate the lateral and vertical extent of petroleum
t Hydrocarbon impacts to.soil and groundwater at the site. This Work Plan provides a description of
the scope of work and procedures to be used in soil probe borings, soil and.groundwater sample
collection and analysis, soil boring abandonment, and ground water monitoring well installation.'
2.0. BACKGROUND
' It is our understanding that one' 10,000-gallon regular gasoline UST one 8,000-gallon unleaded
i
gasoline UST and one 550-gallon waste oil UST were removed from the site in 1988. During UST
' removal activities, soil samples were collected and analyzed from beneath the ends of each UST.
Total xylenes were detected at a concentration of 230 micrograms per kilogram (,Ug/kg) in a soil
sample collected from the base of the gasoline UST Tank No. 2 excavation at a depth of 15 feet
below surface grade (bsg). Total petroleum hydrocarbons.quantified as motor oil (TPH-mo) was
detected at a concentration of 97 milligrams per kilograms (mg/kg) in a soil sample collected at a
' depth of 12 feet bsg from the base of the waste oil UST (Tank'No. 3) excavation. However,
laboratory detection limits were elevated and may not have indicated low concentrations of
petroleum hydrocarbon compounds above standard reporting levels. According to a PHS-EHD
' inspection report, soil discoloration and petroleum hydrocarbon odors were noted beneath USTs
Tank No. 1 and No. 2.
' 2.0. SCOPE OF WORK
' Based on the results of the previous UST removal soil sampling, an unauthorized release of
petroleum hydrocarbon compounds has occurred at the site. AGE proposes to collect soil and.grab
ground water samples to evaluate the lateral and vertical extent of petroleum hydrocarbon impacts.
Advanced GeoEnvironmental,Inc.
1
