Approve the Negative Declaration and instruct the Clerk to <br /> file a Notice of Determination; and <br /> 2 . Approve Site Approval Application No. SA-88-59 based on the <br /> Findings in the staff report and subject to the attached <br /> Conditions of Approval . <br /> FINDINGS <br /> 1 . "The establishment , maintenance, and operation of the use <br /> does not conflict with the General Plan. " <br /> ° Staff can make this finding because the proposed farm ser- <br /> vices headquarters is consistent with the Agriculture <br /> General Plan designation for the site. The project site is <br /> not within the northern 440 feet of the parcel designated <br /> as Low Density Residential . <br /> 2 . "Adequate utilities, access roads, sanitation, drainage, and <br /> other necessary facilities have been provided, and the pro- <br /> posed improvements are properly related to the existing and <br /> proposed streets and highways . " <br /> Staff can make this finding because the site plan submitted <br /> with the Site Approval application adequately demonstrates <br /> that the necessary utilities and facilities will be pro- <br /> vided. <br /> 3 . "The property involved is of adequate size and shape to <br /> accommodate the proposed use and all yards, building <br /> coverage, setbacks, parking areas, and other requirements of <br /> this Title . " <br /> Staff can make this finding because the proposed use either <br /> complies with all Code requirements as demonstrated by the <br /> site plan submitted with the application or has been con- <br /> ditioned appropriately to meet all Code requirements . <br /> 4 . "Issuance of the permit will not be significantly detrimental <br /> to the public health, safety, or welfare or be injurious to <br /> the property or improvements of adjacent properties. " <br /> ° Staff can make this finding because appropriate conditions <br /> of approval have been developed that will mitigate poten- <br />
