Approve the Negative Declaration and instruct the Clerk to <br /> file a Notice of Determination. <br /> 2 . Approve Site Approval Application No . SA-88-9 based on the <br /> Findings in the staff report and subject to the Conditions of <br /> Approval listed in the staff report . <br /> 3 . Issue a policy statement clarifying the appropriate zone (s) <br /> for custom slaughterhouses and the leval of review required. <br /> FINDINGS <br /> 1 . "The establishment , maintenance, and operation of the use <br /> does not conflict with the General Plan. " <br /> ° This finding can be made because a custom slaughterhouse is <br /> considered to be a livestock service which is consistent <br /> with the General Plan designation of Agriculture and is <br /> permitted in the GA-40 zone. <br /> 2 . "Adequate utilities, access roads, sanitation, drainage, and <br /> other necessary facilities have been provided, and the pro- <br /> posed improvements are properly related to existing and pro- <br /> posed streets and highways. " <br /> ° This finding can be made because the Site Plan submitted <br /> with the Site Approval application adequately demonstrates <br /> that necessary facilities and utilities can be provided. <br /> 3 . "The property involved is of adequate size and shape to <br /> accommodate the proposed use and all yards, building <br /> coverage, setbacks, parking areas, and other requirements of <br /> this Title . " <br /> ° This finding can be made because the proposed use can be <br /> accommodated on the 24-acre parcel , and parking will be <br /> provided as reflected in the approved Improvement Plan. <br /> 4 . "Issuance of the permit will not be significantly detrimental <br /> to the public health, safety, or welfare or be injurious to <br /> the property or improvements of adjacent properties. " <br /> ° Staff can make this finding because there are local and <br /> State regulations governing the proposed use . In addition, <br /> the use is well established in the area. <br />
