November 16, 2005 <br /> • NOA Project Number: E05120B <br /> 5.6 Well and Septic <br /> Based on the results of the Surface and Subsurface Contamination Report,at least one well and one <br /> septic system remain on the Site which will need to be properly abandoned prior to development. <br /> One additional septic system which was previously abandoned but for which no abandonment <br /> documentation was found will require further investigation or a determination from the EHD <br /> regarding the status of its abandonment. <br /> 5.7 Lead-Based Paint and Asbestos-Containing Materials <br /> Global contracted with Hazard Management Services (HMS) of Modesto, California to conduct a <br /> Lead-Based Paint and Asbestos-Containing Materials survey of the existing structures on the Site. <br /> In its report dated October 17,2005, HMS found asbestos-containing transite pipe in the interior of <br /> the house and asbestos-containing roof mastics on the roofs of four of the mobile homes. Lead- <br /> based paint was found on the exterior walls of the two-car garage,and lead-containing paint was <br /> found on interior doors, door frames,window sills,and walls in all of the structures. HMS <br /> recommended that all asbestos-containing materials be removed prior to demolition, and any loose <br /> or peeling paint on the two-car garage be scraped and disposed as hazardous waste prior to <br /> demolition. <br /> 6.0 DISCUSSION AND RECOMMENDATIONS <br /> 6.1 Identified Findings <br /> Based on the analytical results obtained and research performed,it appears that several unresolved <br /> issues are present on the Site: <br /> 1 An unknown volume of manure remains on the Site. All manure and manure-impacted soils <br /> will need to be removed prior to dairy closure by the Board. <br /> 2. Groundwater beneath the site has been impacted with Nitrate,Total Dissolved Solids, and <br /> Electrical Conductivity above the State standards. The full extent of impacted groundwater <br /> is unknown at this time. <br /> 3. Dead cows may be buried on-site at one or more locations. <br /> 4. Motor oil staining has been documented at several locations near the shop building. <br /> 5. Contamination from the former crude oil pipelines crossing the Site exists in at least 14 <br /> locations identified along the length of the former pipelines,according to Clayton. <br /> 6. At least one well and one septic system requiring abandonment are located on the Site. <br /> 7. Lead-based paints and asbestos-containing materials were identified in the existing structures <br /> on the Site,according to HMS. <br /> 11 <br />
