MYRTLE STREET )MESr <br />STOCKTON, CALIFORNIA PmirmnwWSeices&Tc&wlogy <br />1.0 INTRODUCTION <br />This Phase II Environmental Site Assessment Work Plan ("Work Plan ") has been prepared by <br />West Environmental Services & Technology, Inc., (WEST), on behalf of the San Joaquin <br />Regional Transit District (RTD) for the property located at 2731 E. Myrtle Street in Stockton, <br />California ("the Site;" Figure 1-1). The Work Plan presents the scope-of-work to characterize <br />potential recognized environmental conditions (i.e. data gaps) identified during the Phase I <br />Environmental Site Assessment (Phase I ESA) process that are associated with historical uses of <br />the Site. The scope-of-work includes collection of soil and soil gas samples near the existing <br />buildings and in the undeveloped portions of the Site. The Work Plan was prepared pursuant to <br />the July 10, 2023 Agreement for Purchase and Sale of Real Property and Joint Escrow <br />Instructions, Exhibit B, between the RTD and DSS-2731 Myrtle, LLC. <br />1.1 BACKGROUND <br />The approximately 2 -acre Site that is the subject of this Phase I ESA is located in a <br />commercial/industrial area of Stockton, California (Figure 1-1; Appendix A). The Site is <br />bounded by: E. Myrtle Street to the south, the Union Pacific Railroad (UPRR) right-of-way and <br />Del Monte Plant No. 33 to the north; and the RTD to the east and west (Figure 1-1). <br />From at least the 1930s to the 1940s, the Site was undeveloped lands and residential dwellings <br />(EDR, 2023). Between the 1940s and 1950s, the Site and adjacent areas to the east, south and <br />west were developed as residential neighborhoods. In the 1960s, the residential neighborhoods <br />were demolished and the Site and adjacent lands to the east and south returned to undeveloped <br />lands. In the 1970s, the Site was redeveloped with one single story building located on the <br />southern portion of the Site along E. Myrtle Street by Sardee Industries for engineering and <br />manufacturing container handling and filling equipment systems for aluminum and plastic <br />containers (Sardee, 2023). Sardee Industries has operated at the Site since the 1970s. <br />1 <br />9123 <br />
