Box 2009
Stockton, CA 95201
Subject: Sampling and Analysis Plan
for Hydro Punch Ground Water Activities ERM
LIKA-Stockton Site
1443 Navy Drive, Stockton, CA
Dear: Mr. Knoll:
Pursuant to a request by the San Joaquin County Health
Services (SJCHS), ERM-West, Inc. (ERM-West) has prepared
this Sampling and Analysis Plan (SAP) for the proposed Cone
Penetration/Hydro Punch ground water sampling activities at the LIKA-
Stockton facility (the Site), located at 1443 Navy Drive, Stockton, CA (Figure 1,
enclosed). This SAP is being provided in lieu of a project work plan,
requested by the SJCHS as part of the soil boring permit application for the
sampling activities.
The sampling activities are being conducted as part of a Phase 11 Limited Site
Investigation of the Site, at the request of Viktron Limited Partnership
(Viktron), Orlando, FL. Viktron is requesting this work as part of a property
transaction. The purpose of the sampling activities is to determine if volatile
organic compounds (VOCs), semi-volatile organic compounds (SVOCs),
and/or metals are present in the ground water at the Site. Based on the
results of the previously conducted Phase I Site Assessment for the facility,
there are no known records of releases of these constituents at the Site;
however, this limited Phase II Site Investigation is being conducted as a
precautionary measure on the part of the transactees.
The ground water samples will be collected via the Hydro Punch sampling
method utilizing a Cone Penetrometer drill rig. Ground water samples will
be collected at the water table at six locations at the Site (Figure 2). The
samples will be collected according to ERM-West Standard Operating
Procedure (SOP) #12, enclosed. The ground water samples will be sent to
Sequoia Analytical, Sacramento, CA for analysis. Quality Assurance/Quality
Control samples, accompanying the ground water samples, will include a trip
blank for VOCs, field blanks for VOCs and SVOCs, and rinsate blanks for
VOCs and SVOCs.
A Member of the Environmental
Resources Management Group
