The Workplan presents a scope to work to destroy one soil vapor extraction well, and <br /> install two additional groundwater monitoring wells downgradient of the source area. <br /> The workplan is approved with the following comments: <br /> • San Joaquin County Well Standards requires wells in areas of known contamination to be destroyed <br /> by over drilling to remove the well casing, sanitary seal, and filter pack, and the borehole to be filled <br /> with cement slurry. All well destruction(and construction)permits must be secured through the San <br /> Joaquin County Environmental Health Department at(209) 468-3420. <br /> • The proposed location of the two monitoring wells downgradient of the source area is acceptable. <br /> The proposed total depth of 25 feet may not be acceptable due to completing the wells inside the <br /> Silgan Containers building, which has an added foundation of approximately six feet. Please <br /> construct the water table monitoring wells with a 15-foot screen interval placed with five feet above, <br /> and ten feet below the water table. <br /> • In our 29 November 2001 letter, we requested you to update the well receptor survey presented in the <br /> 13 March 1990 Phase II Site Characterization Report. Please include the updated well receptor <br /> survey in your summary of groundwater assessment report. Please note that reports and workplans <br /> that contain engineering, and/or geology information must be prepared under the direction of <br /> properly licensed individuals in the State of California(California Business and Professions Code). <br /> • Quarterly monitoring during the fourth quarter of 2001 was not completed as requested, and the <br /> Workplan did not include a schedule to start work.
