Vol
BIOSYSTEMS
MANAGEMENT
WOMEN INTERNATIONAL
360 OYSTER POINT BLVD.,SUITE 110•SO.SAN FRANCISCO,CA 94080•(415)589-7171
September 26, 1988
Ms. Diane Henson
San Joaquin Local Health District
1601 E. Hazelton Ave.
Stockton, CA 95201
RE: Proposed remedial action for contaminated soils at Stockton
Scavenger trucking facility.
Dear Ms. Henson
This report outlines proposed remedial action plans for soils which
have been contaminated with diesel fuel and motor oil at the Stockton
Scavenger trucking facility located at 1240 Navy Dr. in Stockton, CA.
Earlier reports have outlined the investigative procedures and find-
ings at the site. A summary of these actions and results is included.
I would like to request the authorization for overtime hours to be
spent reviewing this plan. The existing excavation at the site
poses a potential safety hazard to the workers at the facility. Due
to the fact that the remediation plan calls for additional removal
of soil within the pit and adjacent to it, we have been unable to
fill it in up to this point.
In addition, the existence of hydrocarbon spoils on the asphalt and
concrete adjacent to the pit is of cause for concern. Surface runoff
resulting from rainfall could serve to transport some of this material
into the excavation. With the rainy season fast approaching, the need
for implementation of the remediation plan becomes more important.
The appropriate fees have been enclosed and BMI is prepared to fund
any additional costs incurred by your department in completing the
review of this report. I realize that you have been out of work for
past week and that your backlog of work is most likey quite large.
As a result, I would be very grateful for any additional impetus you
are able to place on the matter at hand. Please feel free to contact
me if you have any questions on the enclosed material. If necessary,
a meeting can be arranged so that further discussion of the plan can
occur.
Thank you for your time and consideration in this matter.
PAYMENT
RECEIVED
SEP 27 1988
ENVIRONMENTAL HEALTH
PERMIT/SERVICES
