i <br /> EM-11 <br /> Stockton Scavenger Association Facility <br /> I November, 1997 <br /> Page 1 <br /> I1 0 INTRODUCTION <br /> On behalf of Norcal Waste Systems, Inc (Norcal), ENSR has prepared this Second Quarter 1997 <br /> Groundwater Mondonng and Remediation Summary Report for the Stockton Scavenger <br /> Association (SSA) facility at 1240 Navy Dnve, Stockton, California (SSA site) The site location is <br /> shown on Figure 1 and the site layout is shown on Figure 2 <br /> A groundwater pump and treat system was installed in the well containing the highest petroleum <br /> hydrocarbon concentrations (MW-2) in July 1994 The groundwater pump and treat system in well <br /> I MW-2 shut down in December 1996 and was not restarted The system was not restarted because <br /> the wastewater discharge permit had expired and Norcal wanted to evaluate continued effectiveness <br /> before renewing the permit On behalf of Norcal, ENSR notified the San Joaquin County Public <br /> Health Services, Environmental Health Division (EHD) by telephone on January 9, 1997 that the <br />' system was not operating The EHD concurred with leaving the system shut down until Norcal could <br /> evaluate its effectiveness and whether continued operation was warranted The EHD requested <br /> written justification for discontinuing operation and dismantling the system <br /> The objective of this report is to <br /> 1) document post-remediation groundwater monitoring activities performed during the second <br /> quarter 1997, <br /> 2) provide a summary of the remediation activities performed at the site to date, <br /> 3) provide the rationale for discontinuing operation of the groundwater pump and treat system <br />' operational since July 16, 1994, and <br /> 4) request concurrence from the San Joaquin County Public Health Services, Environmental <br />' Health Division (EHD) to dismantle the system <br /> 1 <br /> I <br />' 5027002 ART <br />
