AGE proposes to destroy the nine onsite monitoring wells by
removing the well cover box, over drilling the borehole to a depth of approximately 3 feet
below surface grade (bsg), and pressure grouting the well using neat cement.
EHD will not approve destruction of any monitoring well until EHD receives concurrence
from the Central Valley Regional Water Quality Control Board (CVRWQCB) with EHD's
recommendation for a No Further Action Required (NFAR) status concerning investigation
and remediation of the contamination from the former onsite underground storage tanks.
EHD reviewed the analytical results for groundwater samples collected during the quarterly
groundwater monitoring events from August 2000 through June 2005. Only groundwater
samples from monitoring wells MW-1 and MW-9 demonstrate no detections for chemicals
of concern; therefore, only MW-1 and MW-9 may be destroyed by pressure grouting, as
proposed by AGE. The remaining seven wells must be destroyed by removing all of the
well contents by over drilling the borehole to total depth plus one foot, then backfilling the
borehole to three feet bsg with neat cement. Groundwater expelled from the well during
the grouting process must be contained, characterized, and disposed of properly.
Please submit an addendum to the work plan that addresses EHD's directive for proper
well destruction. AGE submitted an unsigned well permit application and check for $339
on January 24, 2006. A properly completed well permit application is to be submitted once
EHD has received a NFAR letter issued by the CVRWQCB and has approved the work
plan addendum.
