<br /> As a responsible party, the San Joaquin County Environmental Health Department (EHD) directed
<br /> you by letter dated September 11, 2007, to submit all past-due reports within fourteen days, resume
<br /> quarterly groundwater monitoring and sampling, and submit a work plan to the EHD by November 9,
<br /> 2007, to investigate the petroleum hydrocarbon groundwater plume at your site. By letter dated
<br /> December 4, 2007, the EHD directed you to submit documentation(bankruptcy papers)by December
<br /> 31, 2007, to demonstrate that you are currently insolvent, and reiterated directives to submit past-due
<br /> reports, resume quarterly groundwater monitoring and sampling, and submit a work plan to further
<br /> investigate the petroleum hydrocarbon plume at your site.
<br /> The EHD did receive Quarterly Report-First Quarter 2007 dated July 20, 2007,on January 9, 2008;
<br /> however, none of the other directives have been met. In order to discuss your failure to comply with
<br /> the remaining directives, a meeting has been scheduled for March 7, 2008,at 10:00 a.m., at the EHD,
<br /> 600 East Main Street, Stockton, California. Failure to appear or to respond prior to this meeting date
<br /> may result in a referral to the Central Valley Regional Water Quality Control Board for enforcement
<br /> action.
