(AGE), the environmental consulting firm retained by
you to handle the investigation and mitigation activities associated with former
underground storage tanks removed from your site, that you have not been in contact
with AGE, even though AGE has tried on numerous occasions during the last several
months to contact you. As a result, AGE has cancelled the quarterly groundwater
monitoring event scheduled for Friday, August 31, 2007, and is holding reports for first
and second quarterly groundwater monitoring events for 2007.
As the responsible party, you must follow all directives issued by this office, which
includes quarterly monitoring and quarterly reporting to this agency to remain in
compliance pursuant to California Code of Regulations, Division 3, Chapter 16, Article
11 or formal enforcement action by the San Joaquin County District's Attorney's Office
or the Central Valley Regional Water Quality Control Board may be requested. You are
directed to submit all past due reports to the EHD within fourteen days of the date of this
letter, and to complete and report the third quarterly monitoring event for this year.
AGE has recommended that total petroleum hydrocarbon quantified as diesel (THP-d) be
removed from the analytical list for quarterly groundwater sampling. EHD approves the
removal of TPH-d from the list of compounds reported quarterly for groundwater
samples collected from all monitoring wells at this site based on analytical results for
TPH-d reported as non-detect for seven consecutive sampling events.
Additional investigation is needed to define the groundwater plume both vertically near
the source area and laterally in every direction from the former underground storage tank
location. Submit a work plan to EHD by November 9, 2007, to investigate the petroleum
hydrocarbon groundwater plume at your site.
If you have any questions regarding this letter, please contact Vicki McCartney at (209)
468-9852 or by email at vmccartney@sjcehd.com.
