The public comment period ended on 15 October 2013 with no substantial
comments received by this agency. With the completion of public participation, the Site's
monitoring wells may be properly destroyed.
Central Valley Regional Water Quality Control Board staff have directed GHD, the State's
contractor under the Emergency, Abandoned and Recalcitrant Program, to properly destroy all
of the monitoring wells, remove all investigation derived wastes, and restore the ground surface
around the wells to match the surrounding conditions.
The San Joaquin County Environmental Health Department (SJCEHD) maintains jurisdictional
authority for well destruction, therefore well destruction permits must be obtained from the
SJCEHD and GHD will need to comply with all applicable SJCEHD directives and all local
requirements for clearances required to properly destroy the Site's monitoring wells.
Please note that well destructions are scheduled to begin on 12 November 2013. Staff of the
Central Valley Water Board intend to issue a No Further Action Required letter for this Site after
destruction of all site wells, and submission of the Well Destruction Report. Once this
information is received by this office we will issue the legislatively required closure letter.
Electronic copies of all reports and analytical results shall be submitted over the Internet to the
State Water Resources Control Board's (State Water Board's) Geographic Environmental
Information Management System database (GeoTracker) at:
http://geotracker.waterboards.ca.gov/profile_report.asp?global_id=T0607746081
KARL E.
