The Blue Star
onsite work is on hold due to the recalcitrant RP who has refused to answer all of our
directives and inquiries, including several requests for access. The offsite work is
proceeding. Thanks.
Jim Barton
James L.L. I did receive
the encroachment permit but did not know that the work off-site had been scheduled to take
place on February 13th and 14th. (I will be out of town and not available on those two
days. ) I have issued the permit for the off-site fieldwork but have not emailed the permit
to GHD.
I first wanted to hear from you concerning whether GHD needs an access agreement to do the
work onsite. GHD claims that they can not submit a permit application to do the onsite
work "because we do not have an access agreement. " My question to you is, do they need an
access agreement since this is an EAR account? I would like to see the fieldwork both off-
site and on-site completed at one time. I will ask GHD to submit a permit application for
the on-site work if you tell me that GHD does not need an access agreement to do the on-
site work.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton, California 95202
Phone: (209) 468-9852
Fax: (209) 468-3433
Email: vmccartney@sjcehd.com
-----Original Message-----
From: Jim Barton [mailto:jbarton@waterboards.ca.gov]
Sent: Monday, February 06, 2012 9:50 AM
To: Vicki McCartney [EH]
Subject: Re: FW: Blue Star Permit
Hi Vicki,
GHD notified me that they are drilling on the 13th and 14th. There was an issue with
County Public works concerning their requirement that the RP submit a bond and application
for the encroachment permit, that was resolved last week. The RP was recalcitrant when
San Joaquin County transferred the case to the Regional Board, and remains as such.
1
