<br /> In a letter received 20 March 2008, the San Joaquin County Environmental Health Department
<br /> (SJCEHD) transferred the regulatory agency lead to the Regional Board for the cleanup of
<br /> petroleum hydrocarbons at Blue Star, 4040 E. Main St., Stockton (Site, enclosed Figure 1).
<br /> Attached is a site chronology prepared by SJCEHD. Please address all future
<br /> correspondence to Regional Board staff at the address in the header of this letter, and
<br /> continue to send copies of written correspondence to SJCEHD.
<br /> On 6 March 2002, one 6,000-gallon and one 12,000-gallon gasoline, and one 4,000-gallon
<br /> diesel underground storage tanks (USTs), two dispenser islands, and associated piping were
<br /> removed from the Site (enclosed Figure 2). Maximum soil confirmation concentrations from
<br /> the UST removal were total petroleum hydrocarbons as gasoline (TPHg), 24 milligrams per
<br /> kilogram (mg/kg); TPH as diesel (TPHd), 0.015 mg/kg; benzene, 0.023 mg/kg;
<br /> toluene, 0.054 mg/kg; ethylbenzene, 0.57 mg/kg; and xylenes, 13.6 mg/kg.
<br /> In April of 2003, your consultant Advanced GeoEnvironmental Inc. (AGE) advanced three soil
<br /> borings (131, B2, and B3, enclosed Figure 2) to 65 feet below ground surface (bgs) to collect
<br /> soil and grab groundwater samples. Maximum soil borings concentrations were total
<br /> petroleum hydrocarbons as gasoline (TPHg), 1,800 mg/kg; TPH as diesel (TPHd), 580 mg/kg;
<br /> benzene, 0.02 mg/kg; toluene, 22 mg/kg; ethylbenzene, 29 mg/kg; and xylenes, 170 mg/kg.
<br /> Maximum grab groundwater concentrations were TPHg, 180 micrograms per Liter (ug/L);
<br /> toluene, 5.6 ug/L; ethylbenzene, 3.0 ug/L; xylenes, 15.5 ug/L; methyl tert-butyl ether (MtBE),
<br /> 68 ug/L; and 1, 2-dichloroethane (1, 2-DCA), 170 ug/L.
<br /> In May of 2005, AGE installed three shallow groundwater monitoring wells (MW-1 through
<br /> MW-3) screened from 60 to 80 feet bgs. Depth to water was 65 feet bgs. Maximum
<br /> groundwater concentrations were: Total Petroleum Hydrocarbons as gasoline (TPHg),
<br /> 200 Ng/L; MtBE, 55 pg/L; and 1, 2-DCA, 190 ug/L.
