September 1, 2011 <br /> RECEIVED <br /> SEP 21 2011 <br /> City of Stockton, Permit Center ENVIRONMENT4L HEALTH <br /> Reid Campbell PERMIT/SERVICES <br /> 425 North El Dorado Street <br /> Stockton, CA 95202-1997 <br /> Re: Letter of Notification: Access,Encroachment and Revocable Permits <br /> Mr. Campbell: <br /> Winzler&Kelly has been contracted by the State Water Resources Control Board(SWRCB)through <br /> the Department of General Services, Real Estate Services Division(DGS-RESD) to conduct <br /> environmental investigations on selected properties in the City of Stockton. <br /> The responsible party(s) (property owners) are non-compliant with the orders of the Central Valley <br /> Regional Water Quality Control Board(CVRWQCB)to investigate and cleanup their sites; therefore, <br /> have been taken over by the SWRCB. The environmental work is being implemented through the <br /> Emergency, Abandonment,and Recalcitrant(EAR)Account and funded by the State of California. <br /> Winzler&Kellywill be requiring access, encroachment,and revocable permits from the City of <br /> Stockton to conduct their investigations and complete their contracted work. <br /> This letter serves as notification as for the responsible parry of record for this investigation. The City of <br /> Stockton is notified in writing of any changes to this process such as a change of consultant.
