90189H-APH CON-1
ENVP N1T^E SERV ICES
APPENDIX H
COMMUNITY RELATIONS PLAN
1.0 INTRODUCTION
The California Department of Health Services (DHS) is committed by
policy and obligated by law to ensure that a program of community
involvement be developed to inform the public about hazardous waste sites,
and to facilitate public participation in the decision making process. DHS
is overseeing investigations and remedial actions to clean up Lika
Corporation' s former circuit board manufacturing facility located at 2041
Navy Drive, Stockton, California. Lika, as a Potentially Responsible
Party, has agreed to carry out necessary studies and remedial actions at
the site. Lika was required by DHS to design and implement a community
relations program subject to DHS approval . This Community Relations Plan
(the Plan) describes that program. The Plan was prepared by Woodward-Clyde
Consultants (WCC) , a contractor to Lika who conducted technical
investigations at the site and developed the draft Remedial Action Plan.
The purpose of the community relations program is to involve the
community and other interested persons in the cleanup process by: (1)
establishing procedures for the accurate and timely release of information
to interested citizens and public officials and, (2) encouraging two-way
communication between the community and Lika and between the community and
DHS. The Plan describes community concerns and interests related to the
site, as they are presently understood by Lika and DHS. In addition, the
plan presents methods by which Lika and DHS have and will continue to
inform the potentially affected community and concerned public about
H-1
