A <br /> r ,A <br /> OF <br /> 7 <br /> DEPARTMENT OF HEALTH SERVICES <br /> - FACT SHEET, AUGUST 1989 <br /> C, LIKA CORPORATION <br /> REMEDIAL ACTION FOR CONTAMINATED MATERIALS AT <br /> 2041 NAVY DRIVE, STOCKTON <br /> Summary <br /> The Department of Health Services (DHS) has approved a Final Remedial <br /> Action Plan for cleanup of contaminated materials at LIKA Corporation's <br /> former Navy Drive circuit board manufacturing facility. Contaminated <br /> concrete and soil will be excavated and disposed off-site, as explained <br /> below. This remedial action was selected after public review and comment <br /> on a draft Remedial Action Plan that was circulated in August and <br /> September, 1988, and discussed at a public meeting on September 28, 1988. <br /> Copies of the Final Remedial Action Plan are available for public review at <br /> the Stockton Library, 605 N. El Dorado Street, and at LIKA's present <br /> facility at 1443 Navy Drive. <br /> Contaminants <br /> Elevated levels of lead and copper are present in soils and concrete at <br /> the site. Lead and copper were also detected at elevated levels in <br /> groundwater in 1985 and 1986; samples in 1988 showed much lower levels of <br /> the metals. Chemicals used in the etching and plating process were the <br /> sources of the lead and copper. Concrete and soils were contaminated <br /> through leaks in the concrete sump in the "wet room," spills across an <br /> outside concrete sidewalk, and drainage from an outdoor concrete sump. <br /> Cleanup Levels <br /> The site is presently in an industrial setting. However, taking a <br /> conservative approach, LIKA used DHS calculations for acceptable cleanup <br /> levels based on the exposure of children to soils in a residential <br /> setting. They determined that soil cleanup leaving a mean residual level <br /> of 46 parts per million (ppm) of lead would not threaten the health of <br /> children or adults even if the site becomes residential in the future. DHS <br /> found that copper is not a concern at this cleanup level for lead, because <br /> cleaning up for lead will remove copper to concentrations that pose no <br /> health risk. <br /> Cleanup Procedures <br /> Contaminated concrete and soil with lead concentrations above 1000 ppm <br /> or copper above 2500 ppm will be excavated and disposed at the Kettleman <br /> City "Class I" landfill in Kings County. Wastes with concentrations above <br /> these levels are classified as "hazardous wastes" under California law. <br /> Class I landfills are designed to receive materials classified as hazardous <br /> wastes. Soil with mean lead concentrations below 1000 ppm but above 46 ppm <br /> will be treated by mixing with cement and other additives to fix or <br /> immobilize the metals. Treated soils will be tested for certification as <br /> "nonhazardous." After certification, they will be disposed at the Foothill <br /> "Class III" landfill in Linden, San Joaquin County. Class III landfills <br /> are designed to receive nonhazardous wastes. Clean soil will be used to <br /> backfill the excavation, and a concrete or asphalt cap will be placed over <br /> the top of the excavated area. <br /> Any water that is pumped from the excavation during cleanup will be <br /> stored and sampled to verify that it meets discharge standards for the <br /> Stockton Municipal Treatment Plant. If pretreatment is necessary to meet <br /> standards, the water will be transported to LIKA's 1443 Navy Drive facility <br /> and pretreated before discharge. <br />
