In early May, 2004 High Tech Enterprises was contracted by the St. Francis Motel to clear Room 108. On May 5, 2004 Mr. Edward Finucane reportedly used a pair of calibrated ambient air analyzers and other field instruments to determine if any acidic or basic residues existed in the motel room. The instruments were reportedly capable of detecting and quantifying low concentration levels(0.1 to 0.01 ppmv)of volatile solvents commonly used in the manufacture of illegal drugs. Acetone, dichloromethane, isopropanol, methanol,toluene, chloroform and 1,1,1 - trichioroethane were reportedly found to not be present. No description of the instrumentation or calibration records were provided by High Tech Enterprises. The findings of the onsite investigation by High Tech Enterprises were submitted to PHSEHD in a letter report dated May 6, 2004. A recommendation by High Tech Enterprises was made to allow the human reoccupancy of Room#108. On May 5, 2004, High Tech Enterprises had the septic tank that receives liquid waste from Room#108 opened by a local septic system contractor, Frank Junior Septic Services Inc. (Frank Jr.). After the septic tank was opened up GeoAnalytical Laboratories reportedly collected a liquid sample from the septic system on May 5, 2004. No personnel from PHSEHD were notified prior to the septic system exposure and waste water sampling event. Consequently, all work was unsupervised by PHSEHD personnel. Geoanalytical Laboratories analyzed the sample for: (1)pH using USEPA Test Method 150.1; (2) iodine using USEPA Test Method SM4500-I B; (3)Iodide using USEPA Test Method 345.1; (4)chlorides using USEPA Test Method 300.0 and(5)organic volatile compounds using USEPA Test Method 8260B. The following constituents were reported to be present from GeoAnalytical Laboratories Report #Q126-09 from the Septic Tank sample.
