IM-1 KLEINFELDER <br /> ATTACHMENT A <br /> SCOPE OF WORK <br /> TEMPORARY GROUNDWATER MONITORING <br /> WELL INSTALLATION AND SAMPLING <br /> MARCH LANE UNDERCROSSING AT UNION PACIFIC RAILROAD <br /> STOCKTON, CALIFORNIA <br /> I& INTRODUCTION <br /> Kleinfelder is pleased to present this proposal to HDR Engineering, Inc. This proposal was <br /> developed after correspondence with Mr. Conrad Bridges of HDR Engineering, Inc., and Mr. <br /> Ray Deyto with the City of Stockton, using Kleinfelder's current understanding of the site <br /> conditions, and is a preliminary understanding of the City of Stockton's desires and <br /> requirements. We have prepared this proposal based on information usually requested in a <br /> workplan by the San Joaquin County Public Health Services Department, Environmental Health <br /> Division (PHS/EHD). The intent is that this document (less the contract and work requisition) <br /> can be submitted as a workplan to PHS/EHD. <br /> Kleinfelder is committed to providing a high level of service to its clients, commensurate with <br /> their wants and needs. If a portion of this proposal does not meet the needs of the client, or if <br /> those needs have changed, Kleinfelder stands ready to consider appropriate modifications, <br /> subject to the standards of care to which we adhere as professionals. Modifications such as <br /> changes in scope, methodology, scheduling, and contract terms and conditions may result in <br /> changes to the risks assumed by the client, as well as adjustments to our fees. We look forward <br /> to the opportunity to serve you. <br /> 2.0 BACKGROUND <br /> Kleinfelder conducted a Phase I Preliminary Environmental Site Assessment (ESA) and Limited <br /> Phase II Assessment of the property identified as the future grade separations on March Lane at <br /> the Union Pacific Railroad (UPRR) and the Southern Pacific Railroad (SPRR) crossings in <br /> Stockton, California. The ESA was completed in accordance with the scope and limitations of <br /> our proposal (20-3712-08 dated April 10, 1996) and ASTM Practice E1527-94. One of the items <br /> of concern was as follows. <br /> Two of the six Cortese listed facilities and a PHS/EHD listed facility that all occupied the same <br /> location (BP #11190, Mobile Service Station, and Tosco Northwest Company No. 11190, all <br /> located near the UPRR site) have the potential to have an adverse impact on the UPRR site soil <br /> and groundwater. It is unknown if releases from these facilities have had an impact on <br /> groundwater. In addition, the vertical and lateral extent of soil contamination is unknown. <br /> Although the contamination may exist beneath the subject property, it is unlikely that it would <br /> encounter the actual work zone.
