Summary of 17 March 1997 Meeting
600 Block of East Market Street, Stockton CA
Meeting today attended by PHS/EHD staff and Karna Harrigfeld esq. with
Neumiller & Beardslee representing the Stockton Record, Bob Sivell the COS
Enterprise Zone Manager and Barbara Anderson COS law advisor. The subject
of the discussion focused on the underground storage tanks (UST's) beneath the
COS parking lot.
The evidence for the existence of the UST's is the Sanborn map showing the
presence of a gas station and the geophysical survey which detected two UST's.
Bob Sivell said that the city probably abandoned the UST's properly when the
city took the property (approximately 30 years ago). Bob made it clear that he
would rather not disturb the surface of the parking lot during a UST investigation.
He said he would research the records for a demolition contract. He will also
research the fire department records for a tank closure because they were the
lead agency at that time in history. LT B stated that if Bob could not locate any
records that the tanks would have to be excavated to determine the status.
The diesel detection in the hydropunch samples from SB 9 and 10 were
determined to be unrelated to the on site UST's. The PCE/TCE detection will be
referred to the CVRWQCB and DTSC for evaluation.
