GROUND ZERO ANALYSIS, INC.
1714 Main Street
Escalon, California 95320-1927
Telephone: (209)838-9888
Facsimile: (209) 838-9883
September 1, 2000
Ms. Margaret Lagorio
San Joaquin County Public Health Services
Environmental Health Division
304 East Weber Avenue, Third Floor
Stockton, CA 95202
Subject: Workplan for Investigation of Residual Chemicals in Septic System
1752 Marshall, Stockton, CA
Dear Ms. Lagorio:
Ground Zero Analysis, Inc. (Ground Zero) is submitting this proposed work plan for soil sampling
associated with the contaminated septic fluid at the subject property (Figure 1).
BACKGROUND
The property, located at 1752 Marshall Street, Stockton, California, is a single family residence
currently owned by the Federal National Mortgage Association (Fannie Mae) and managed by Mr.
Stephen Howard of Central Valley Realty of Stockton. The property was reportedly the location of
an illegal drug lab and is currently vacant.
To determine the presence and extent of chemical contamination due to illegal drug manufacturing
activities, Atlantic Pacific Environmental (APE) inspected the property on March 15, 2000 for the
purpose of collecting a fluid sample from the septic tank and an air sample from the interior of the
home.
The fluid sample collected from the septic tank was analyzed for volatile organic compounds
(VOCs) using EPA Method 8260. Benzene was detected at 195 micrograms per liter (µ94). The
contents of the septic tank were reportedly transported to the City of Stockton wastewater treatment
plant under a temporary discharge permit.
Mr. Alan Biederman of San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) required additional sampling to determine if soil beneath the leach field has been
impacted by VOCs. The proposed scope of work for this investigation was conceptually developed
jointly by Mr. Biederman of PHS/EHD and Mr. Daniel Spinogatti of EBI Consultants, the
environmental coordinator for Fannie Mae. The scope of work was to consist of collecting four
soil samples beneath the leach line, field screening the soils for the presence of VOCs using a
photoionization detector (PID), analyzing one composite soil sample for the presence of VOCs
G:\Data\GROUN DZE3\Cntrl Val leyRealtors4orkplan.doc
