(Ground Zero) is submitting this proposed work plan for soil sampling <br /> associated with the contaminated septic fluid at the subject property (Figure 1). <br /> BACKGROUND <br /> The property, located at 1752 Marshall Street, Stockton, California, is a single family residence <br /> currently owned by the Federal National Mortgage Association (Fannie Mae) and managed by Mr. <br /> Stephen Howard of Central Valley Realty of Stockton. The property was reportedly the location of <br /> an illegal drug lab and is currently vacant. <br /> To determine the presence and extent of chemical contamination due to illegal drug manufacturing <br /> activities, Atlantic Pacific Environmental (APE) inspected the property on March 15, 2000 for the <br /> purpose of collecting a fluid sample from the septic tank and an air sample from the interior of the <br /> home. <br /> The fluid sample collected from the septic tank was analyzed for volatile organic compounds <br /> (VOCs) using EPA Method 8260. Benzene was detected at 195 micrograms per liter (µ94). The <br /> contents of the septic tank were reportedly transported to the City of Stockton wastewater treatment <br /> plant under a temporary discharge permit. <br /> Mr. Alan Biederman of San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) required additional sampling to determine if soil beneath the leach field has been <br /> impacted by VOCs. The proposed scope of work for this investigation was conceptually developed <br /> jointly by Mr. Biederman of PHS/EHD and Mr. Daniel Spinogatti of EBI Consultants, the <br /> environmental coordinator for Fannie Mae. The scope of work was to consist of collecting four <br /> soil samples beneath the leach line, field screening the soils for the presence of VOCs using a <br /> photoionization detector (PID), analyzing one composite soil sample for the presence of VOCs <br /> G:\Data\GROUN DZE3\Cntrl Val leyRealtors4orkplan.doc <br />
