(Clayton), a Bureau Verilas Company, on behalf of Shell Oil
Products Company (Shell) for the former Shell Central Valley Crude Oil Pipelines at Parcel 209-06-08
near the intersection of Mountain House Parkway and Grant Line Road in Tracy (site). The Work Plan
was prepared in response to our 22 December 2005 letter that requested additional delineation of
petroleum hydrocarbon-contaminated soil and groundwater along the former pipeline alignment in the
planned Neighborhood B development area.
A total of 195 borings were completed as part of the initial investigation. Twelve areas (Areas B 1
through B 12) of petroleum hydrocarbon impact were identified beneath the alignment based on soil and
groundwater sample analyses for Total Petroleum Hydrocarbons as crude oil (TPHcr) and diesel(TPHd),
and benzene, toluene, ethylbenzene, and total xylenes (BTEX). These twelve areas were further
explored with step-out borings in the inferred hydraulically upgradient(southwest) and downgradient
(northeast) directions. Based on the findings presented in the 18 November 2005 report, the Central
Valley Regional Board requested further delineation of soil contamination in two areas (B-3 and B-7)
and groundwater contamination in five areas (B-2, B-3, B-8, B-9, and B-10) along the pipeline
alignment.
Shell proposes additional delineation'of soil and groundwater contamination in the recommended areas.
with the advancement of 14 borings. The borings will be advanced with direct-push equipment and soil
samples will be collected from the borings using a four-foot long core barrel sampler. Sub-samples for
laboratory analysis will be selected from the sample runs. Groundwater samples will be collected via
Hydropunch® equipment or through temporary well screens using a bailer or peristaltic pump. Soil and
groundwater samples will be submitted to a laboratory and analyzed for TPHd and TPHcr using EPA
Method 8015M and BTEX compounds using EPA Method 8021B.
Staff concurs with the investigation activities proposed by Shell. We require one-week notification of
the field schedule prior to commencing field activities.
California Environmental Protection Agency
Recycled Paper
