(Clayton) on behalf
of Shell Oil Products Company(Shell) for the former Shell Central Valley Crude Oil Pipelines near the
intersection of Mountain House Parkway and Grant Line Road in Tracy(site). The Report summarizes
the work conducted in what is identified as Neighborhood E along the former pipelines. The areas
investigated by Shell are identified as Areas 1 through 4. The Report requests a letter from Regional
Board staff stating the status of the investigation and remedial needs for the site.
There have been low detections of total petroleum hydrocarbons (TPH) as diesel and crude oil in soil
with one exception. In Area 1, the area of the main excavation activities, one sample had a detection of
TPH as diesel at 830 milligrams per kilogram (mg/kg) and TPH as crude oil at 2,200 mg/kg. Due to
non-detect concentrations in soil in the two nearest adjacent samples, the next highest concentration of
TPH as diesel being 8.1 mg/kg, and the only other detection of TPH as crude oil being 22 mg/kg, these
are not considered reliable detections.
Shell installed six monitoring wells to determine effects on groundwater quality. The groundwater
monitoring wells have been sampled three times. None of the monitoring wells had petroleum
hydrocarbon detections during the first two sampling events. During the third sampling event, TPH as
crude oil was detected in monitoring well MW-2 at 110 micrograms per liter and in monitoring well
MW-5 at 120 micrograms per liter.
Based on the low detections in soil and isolated detections in groundwater resulting from pipelines that
were removed in the 1960s, Regional Board staff will not request any further investigative or remedial
work in Areas 1, 2, 3, or 4 of Neighborhood E.
